Ans The action of winds causes disturbances on the surface of water. When the wind blows over the ocean surface, it pushes down the particles of water. Each particle is pushed down and it comes again, so it moves in a circular path. As the particles are closely packed so the motion is passed to the next. So, the particles do not move, only the motion is transferred.
