Chapter 8 – Local Governments: Key Concepts, Facts & Explanation

Chapter 8 explores India's third tier of government — Local Self-Government — which was constitutionally recognised and empowered by two landmark amendments in 1992.

The Constitution (73rd Amendment) Act, 1992 gave constitutional status to Panchayati Raj Institutions (PRIs) in rural areas by adding Part IX and the Eleventh Schedule to the Constitution. The Constitution (74th Amendment) Act, 1992 gave constitutional status to Urban Local Bodies (ULBs) by adding Part IX-A and the Twelfth Schedule.

Panchayati Raj follows a three-tier structure: (1) Gram Panchayat – at the village level; (2) Panchayat Samiti (Block or Taluka Panchayat) – at the intermediate level; and (3) Zila Parishad – at the district level. States with populations below 20 lakh can have a two-tier structure. The 73rd Amendment mandates elections to all three levels every 5 years, reservation of seats for SCs, STs, and women (at least 1/3 of all seats), and the establishment of State Finance Commissions and State Election Commissions. The Eleventh Schedule lists 29 subjects that may be transferred to Panchayats, including agriculture, education, drinking water, and social forestry. The Twelfth Schedule lists 18 subjects for Urban Local Bodies, including urban planning, regulation of land use, public health, and slum improvement.

Gram Sabha is the most fundamental democratic institution at the village level. It consists of all adult voters of a village and is the primary body that elects the Gram Panchayat. The Gram Sabha ensures accountability and transparency at the grassroots.
